In a statement, a spokesperson for the Ministry of Railways responded to this misconception. Anyone with an IRCTC account can book e-tickets for others irrespective of their surname. You can book tickets for friends, family, etc. But only those you know should book.

A spokesperson of the Ministry of Railways clarified that tickets are booked on the IRCTC website as per the guidelines of the Railway Board and all information related to these guidelines is available in the public domain. According to Indian Railways anyone having an IRCTC account can book tickets for friends, family, relatives etc. irrespective of their surnames, location etc. However, IRCTC account cannot be used for commercial purposes.

A Railway Ministry spokesperson clarified that personal IRCTC account cannot be used for commercial ticketing purposes, which is a punishable offense under the Railways Act, 1989. However, without clarity on this matter, many people with other family names did not book the tickets and the news went viral. Indian Railways responded to this matter.
