The Karnataka cabinet on Tuesday approved a bill to provide reservation for Kannadigas in private sector jobs. To this extent, CM Siddaramaiah and Labor Minister Santosh Lad have been informed. The ‘Karnataka State Employment Bill 2024’ is being introduced in the Legislative Assembly on Thursday, giving preference to local candidates in industries, factories and other business establishments.
What’s in the bill?
50 percent reservation should be given to local candidates in any industry, factory or other organization management department. 75 percent reservation should be given in non-management (non-management) departments. Group C and D grade employees in private companies should be employed entirely by locals. It means hundred percent reservation. The Cabinet has taken a decision to this extent.
Who is eligible for reservation?
Those born in Karnataka, residing in Karnataka for 15 years and able to speak, read and write Kannada are eligible for reservation. If the candidates do not have Secondary School Certificate in Kannada, they must pass the Kannada Proficiency Test prescribed by the Nodal Agency.
The bill states that if qualified local candidates are not available, institutions should take steps to train them within three years in active collaboration with the government or its agencies.
If there are no local candidates
Companies can apply to the government to relax the provisions of the Act if local candidates are not available in the quantity specified in the reservation rule.
Penalty for violation of rules
The provisions of the Karnataka State Employment Bill 2024 should not be violated by giving preference to local candidates in industries, factories and other industrial establishments. Violators will be fined from Rs.10,000 to Rs.25,000. If the violation continues even after the fine is imposed, further fine will be imposed.\
